Dry out Hopper Sensor (add delay de-bounce)

Add delay de bounce to Dry Out hopper sensor

If the sensor gets a lower pressure reading for less than .25 Seconds it will ignore the reading.

I am hoping that this should cover turbulence and other short term indications causing the qty reading to jump to Zero

this should help limit false dry out signals ,

helping the qty system be more reliable

I am looking for input on this as to if this should affect the GPS paint line or anything else.
